Building a Caring Community: Seoul’s Initiatives for Elderly Well-being

As Seoul’s population ages, the city has implemented various initiatives to support the well-being of its elderly residents. These programs aim to foster a sense of community, provide essential services, and enhance the quality of life for seniors.

Integrated Care Services

In March 2026, the Seoul Metropolitan Government launched the ‘Seoul-style Integrated Care Service.’ This program offers 58 integrated services across five areas—healthcare, health management, long-term care, daily care, and housing—enabling elderly and disabled residents to receive care in their own homes without the need for hospital admission. This approach ensures that seniors can maintain their independence while receiving comprehensive support.

Leisure and Cultural Engagement

Recognizing the importance of social engagement, Seoul introduced the ‘Vitality Recharge Project’ in March 2026. With an investment of 202.4 billion won through 2032, the city plans to establish 124 hubs, including ‘Vitality Recharge Centers’ and ‘Vitality Recharge Stations.’ These facilities will offer cultural and hobby courses, sports activities, and digital experiences, catering to the interests of the ‘young old’ generation and promoting active lifestyles.

Community Gardening

In July 2025, Seongdong-gu initiated the ‘Seongdong Care Farm’ program, a gardening initiative for elderly individuals living alone. Participants engage in regular gardening activities, which have been shown to alleviate depression and prevent dementia. The program also includes intergenerational exchange activities, fostering social connections and emotional well-being.

Smart Care Technologies

To enhance safety and health monitoring, Seoul has integrated advanced technologies into elderly care services. AI-based care robots, such as companion robot dogs and rehabilitation robots, are being utilized to provide companionship and assist with daily activities. Additionally, smart welfare centers and digital experience buses have been introduced to bridge the digital gap among seniors and offer leisure activities utilizing the latest technology.

Proactive Welfare Services

The ‘Proactive Care Service for Citizens’ Project (PCSCP)’ aims to identify vulnerable individuals and provide tailored support. Social workers and visiting nurses proactively reach out to senior citizens, offering health checks, informing them of available services, and assisting with daily needs. This approach ensures that seniors receive the care they need before critical situations arise.

Support for the 50+ Generation

Seoul recognizes the potential of the 50-64 age group as a driving force for the city’s future. The ’50 Plus Campus’ provides job redesigning education, job searching services, and support for community activities, helping individuals prepare for the second half of their lives and contribute meaningfully to society.

IoT-Based Safety Monitoring

To address the challenges faced by elderly citizens living alone, Seoul has expanded its IoT care services. Devices installed in homes monitor daily activities and environmental conditions, alerting caregivers to potential emergencies. This system has proven effective in preventing severe incidents and ensuring timely assistance.
